What counts as self-sufficiency in EU law?
The right to reside as a self sufficient person is derived from the Citizens’ Directive at Article 7(1)(b), which creates a right of residence for those who: have sufficient resources for themselves and their family members not to become a burden on the social assistance system of the host Member State during their period of residence and have comprehensive sickness insurance cover in the host Member State. It is clear that for a person to be considered self sufficient in EU law and to have a right of residence and thus acquire a right of permanent residence, the person must have comprehensive sickness insurance.
